Design Rules:

Sub headers always h5

don not skip line between content headers (titles of article) and first line (text or sub header)

3rd header styles should just be bold regular text

Alwayts skip two lines between 2nd tear blue headers </p> <br /> or <br /><br />

Never skip line between header and text (unless bulleted or numbered list follows)

There should always be one <br /> or 1 line of space between dotted lines and the text before and after them

There should always be <p> </p> tags on bullets so the lists are spaced out

There should always be <span class="article_separator"> </span> between blue header <h5> sections if there is a third tier of navigation under them (aka a lot of information)
